In 2015, the Environmental Dispute Resolution Program and the Ecological Planning Center, both at the University of Utah, prepared a Situation Assessment for the Zion Region. The final report synthesized the findings of over 30 stakeholder interviews. The Situation Assessment was eventually used as a basis for the creation of the Zion Regional Collaborative.
In March 2017, the ZRC's Coordinating Council finalized the group's Purpose, Operating Protocols, and Workshop Norms. This document is still used to direct the efforts of the ZRC, and to guide Workshops.
This document reflects the ZRC’s scope, history, operations, goals, and available resources. It was finalized in 2025 and supported by contributions from Utah Tech University. The ZRC hopes the Blueprint will help regional stakeholders understand the context in which the ZRC formed, the organization’s overall aims, and how the ZRC can support their specific efforts.
